The old village sits down in the Humber valley and the newer streets climb the sides. That elevation difference is not scenery — it changes water pressure, it changes how basements behave, and it changes what a sensible fix looks like.
Water pressure drops as you go up. Roughly, every three metres of elevation costs you a noticeable amount, and in a town where the difference between the valley floor and the top streets is substantial, that is not a rounding error.
The practical result: a house at the top of Bolton has genuinely less pressure available than one down by the river, from the same municipal system, with nothing wrong at either address. Add two storeys on top of that and an upstairs shower at the top of the hill is working with a great deal less than a basement tap at the bottom.
This matters because it is frequently misdiagnosed. Someone at the top of the hill gets quoted for a repipe when the pipe is fine and the elevation is doing exactly what elevation does. Before anyone replaces anything, it is worth measuring what is actually arriving at the house.
Sloped lots produce basements that are only partly below grade — a walkout with a full door at the back, or a lookout with windows high on one wall. Both are more pleasant to live in than a conventional basement and both change the water picture.
The good news is that a walkout has a whole wall at grade, so groundwater pressure against it is lower and it drains more naturally. The catch is that surface water now has a door to find. On a sloped lot, everything running downhill arrives somewhere, and if the grading around a walkout is wrong, that somewhere is your threshold. That is a landscaping and grading problem rather than a plumbing one, and we will tell you so rather than sell you a pump.
One genuine advantage: drainage wants fall, and a sloped lot gives it for free. Buried lines running downhill away from a house on a slope have better natural fall than the marginal grades you get on flat subdivisions, which means fewer of the standing-water and repeat-blockage problems that come from a line laid nearly level.

Yes, unavoidably. Water pressure falls as elevation rises, and every few metres up costs a measurable amount. With the height difference here, a house at the top genuinely has less pressure available than one near the river, fed by the same system, with nothing wrong at either address.
On a house at the top of the hill, absolutely. Low pressure caused by elevation cannot be fixed by replacing pipe, because the pipe is not the problem. What settles it is measuring the pressure arriving at the house and comparing it to what the fixtures actually deliver.

Yes, and here the slope is on your side. Drainage depends on fall, and a sloped lot provides it naturally — a buried line running downhill has better fall than the marginal grades you often get on a flat subdivision. Fewer standing-water and repeat-blockage problems as a result.
Very likely. Groundwater moves downhill through the soil the same way surface water does, so a house lower on the slope receives what has drained off everything above it. Two identical houses a hundred metres apart on a hill can have completely different basement histories, with nothing wrong at either.
