Large family houses from the last thirty years, most with a basement that came as bare concrete and a rough-in nobody has looked at closely. Adding a bathroom down there is the job we get asked about here more than any other.
Most newer Whitby houses came with a three-piece basement rough-in: capped stubs in the floor for a toilet, a sink and a shower drain. It is genuinely valuable — it means the drainage below the slab already exists and is connected, which is the expensive part.
What it does not give you is freedom of layout. Those stubs are where the builder put them, and moving a toilet stub means breaking concrete and re-cutting the drain at proper fall. Sinks and showers are more forgiving; the toilet is the one that decides where the bathroom goes.
So the useful order is: find the rough-in, work out exactly where the toilet can sit, and design the room around that. Doing it the other way round is how people end up paying to break a floor they did not need to touch.
Still very doable, and the question becomes where the waste goes. If your main drain leaves the house below the new bathroom, gravity does the work and it is a matter of cutting the slab and connecting in. If the drain leaves above that level — common in a basement that sits low relative to the street sewer — gravity will not do it, and you need a sewage ejector: a sealed pit with a pump that lifts waste up to the main line.
Ejectors are entirely normal and they work well. They need power, proper venting and access for servicing, and they are a real cost line rather than an afterthought. Any quote for a below-grade bathroom that does not mention which of these two situations you are in has not looked properly.
This is the advice worth the most money on this page. If you are already breaking concrete for a bathroom, that is far and away the cheapest moment you will ever have to fit a backwater valve, and to add or upgrade a sump pit.
Finishing a basement turns a concrete box into a room full of things that are ruined by water. Doing the protection afterwards means breaking the floor you just finished. Doing it during costs a fraction and takes an afternoon.
Adding a bathroom is new plumbing, and it needs a permit and inspection from the Town of Whitby. That is not bureaucracy for its own sake — the inspection is what confirms the venting is right, and improper venting is the single most common fault we find in owner-finished basements. We pull the permit and book the inspection as part of the job.

Yes, and it is the most cost-effective thing on this page. Fitting a backwater valve means cutting the basement floor to reach the main drain, which is work you are largely doing anyway. And you are about to turn a concrete box into a finished room that a sewer backup would destroy.
